I went back in and installed from zip again and it says it clears data and davlik and successful install. Then I installed gapps. Then rebooted and the same thing.
BTW, I have 6.13.215 and cannot install the latest update to 6.13.219.
How can I get CM9 to get through the boot screen? I mean it is really cool to look at the flowy blue wavy things, but I want to get going eventually.

Will this work if I already am on ICS 4.0.4? I tried to install Safestrap (1.09). It "succeeded" and I rebooted. The screen asking me to push "menu" pops up but the menu button doesn't work. I used to have Safestrap on 2.3.6 and it worked just fine in the GB world.
Ideas?
Correct. I actually did the same thing a while back. Couldn't figure out why it wasn't booting. After a factory reset I always go in and clear cache and dalvik as well but I don't really think it's necessary as I believe those get cleared when doing a factory reset anyways.

Try turning off bluetooth before you make a call.

I switch to GSM and wait a min then back to CDMA and still no data connection. I wiped dalvik and reboot, and still the same. Anything else I can try?
Not sure if I can help you there. That's the very problem that's kept me from sticking with cm9.
