Many have installed LauncherPro (et. al.) to get that functionality back, along with all the other MIUI goodies.

You can use desktop visualizer for the icons and make a dock that is the same as the MIUI one. It'd work better on ADW Ex since you can extend the desktop. Otherwise you'll have to embed the dock icons.
