Not really worried about the charging part right now, its the not getting past the icon.

well if you wanna go forward, you need to boot into the bootloader (power up while holding up on the Dpad) and flash the SBF after charging it.

Update: Phone no longer turns on when plugged into wall. Is my phone bricked...

its not gonna charge in the state its in! you need to find another way to charge your battery
