It sounds like you do not have the correct drivers installed.

Put the phone in Fastboot mode and connect the USB, it should show "FASTBOOT USB" in red on the phone, if it does, type "fastboot devices" on your computer, it should return something like "XXXXXX fastboot" or something similar and not timeout. If it doesn't, then your drivers are not installed properly.
