Just download/extract that file on your computer, plug in your phone, run the RazrUTILITY file, and select the root option.
You will need the Motorola USB drivers installed on your computer first, which you can get here: USB and PC Charging Drivers - Motorola Mobility, Inc. USA

Rooting devices today is a joke. I remember the incredibly tedious and unforgivable process of rooting the D1 two weeks after launch, when a root exploit was found and published. Good times LOL.
I got my Razr Maxx Saturday and had it rooted in 5 minutes. MotoFail + Razr Bootstrap and I had Eclipse 1.3 installed within 20 minutes. We've come a long way with rooting and there's no reason why anyone shouldn't do it. :biggrin:
