Exchange Sync - Mail syncs over and overExc

BACKGROUND
Verizon Droid Razr Maxx
Exchange 2010 with valid public ssl certificate
Ice Cream installed and no new updates available.
Set to sync 30 days of mail

ISSUE
The account has been setup for months. I noticed mail sync'ing again and again over this past weekend. I removed the account and recreated it. It started syncing again and again -----its got 500 emails to download...again...

I disabled auto-download attachments when connected to wifi, and the issue stopped.

Any ideas on whats happening
