Droid Incredible Low light photo Quality?

im just not camera savvy. However in low light conditions if i try to capture something up close the flash just blinds everything... cant make out what its focusing on... just white washes it i guess is the term im looking for.. thoughts?

I mentioned before for this issue I went into camera open settings
2nd option down is brightness, moev slider down to -3
takes alot to all the washout brightness from my pics

it doesnt default back wither so slide back up for better day pics

Inc camera has some nice basic settings, use them and pics get even better
this camera is kick a** in my opinion......
