Battery %wackiness

Earlier today my phone gave me a warning that my battery was at 20%remaining..
I shut off my phone a short time later.
After about 45 minutes.. I powered it back on and now I am back up to 40%.

What's the deal with this?

I believe that batteries can regain charge when not in use. This has happened to me a few times as well with both my Nexus and my old Droid X.
