Apps2SD is now OFFICIAL!!!

How does one go about movin aps to sd? Is it a mktplace app?

If you clicked on the OP and read the link you wouldn't have had to ask this question. The only way right now to use apps2SD is to root and run Cyanogen Mod ROM or one of its' spin offs like UDv10 or JRummy, etc... It is official in that Google will now be including it in one of their upcoming version releases.
