Wallpaper will not change.

I don't not want to factory reset again.

So I am staying away from that along as I can.

Nothing changes it. Stock wallpapers. Downloaded. Camera images.
Nothing.

What is it now? Live or from what?

A battery pull, like tgyberg suggested, might work and isn't as drastic as a factory reset.
 
Stock red and black circuit board.

I've done battery pulls. No help. This has been going on for awhile.

It used to change no issues. Just stopped.

Is there a. Lock feature I'm missing, or something?

No there isn't. Which way are you trying to change the wall paper?

Try going into your gallery, select a picture and select (set as) wall paper

Are you rooted? If so, are you using a ROM?

Do you recall installing an app around the same time this started?

Just to make sure, do: home>menu button>wallpaper>wallpapers> choose a new wallpaper and select Set Wallpaper
If that doesn't work it may be an app causing problems.

Did that to.

I've tried setting the background with the zedge app, quickpic, gallery, settings menu, live wallpapers, and about anything else.

Correction....

Live wallpapers will set. If I try ANY other image it goes back to default.

When you said you "did that" was that referring to Bloatware? If so, it's possible there's something missing that allows the wallpaper to change.
