ICS should be out soon for the Razr. They update their flagship phones first. Expect a bionic update shortly after.

My guess would be mid to late July, since the leaked 6.7.2233 a few days ago, expect them to start rolling out testing within the next few days to a week or two, then 2-3 weeks of testing, then release.

This is the same thing they did to the Razr, and I have been monitoring Motorola's technology very closely as a distributor of their products, I like to be informed since they don't update us, we have to seek out our information, since we are not big chains like Best Buy, Cosco, Sam's Club, etc...
