Screen broken? Phone won't turn on.

So my buddy gave me his S4 and said that he broke it. Provided that I can get it up and running he will allow me to use it. The screen has a slight crack on it and won't turn on. When I hold the power it vibrates and then does nothing. Sometimes I think it turns on. The capacitive buttons light up and a blue led starts flashing. I assume this is when the phone is fully on? Meaning that the phone still works? Recovery cannot be accessed either. Is the screen busted? Well obviously its "busted" because of the crack, but is that the only problem? If I buy a screen replacement and put that in will it work? I don't want to waste $70 if it won't... Thanks for any help guys
 
That is really hard to say with any certainty. If it vibrates that usually means it is getting a good boot, does it vibrate only once, or does it do it once then a little while later do it again? Might be worth a shot getting the screen fixed and getting to keep the device.
