If it's a system app it can't be installed using the package installer, you have to use an update.zip via recovery

That doesn't work for all applications, the ones it does work for you have to remember to set permissions by long pressing the apk and choose permissions

Like I originally said, probably has to be added via update.zip

how do i go about that?

You would have to find an update.zip made for your device - remove it's current contents and place your application in the system/app folder and flash via recovery

1. Go to XDA
2. Go to the D3-Dev section
3. Find the "unroot" thread and download "Pete's Root Tools"
4. Run exe on your computer and follow instructions to restore system apps.
