Launcher Issue

My launcher freezes up and takes 2-3 minutes to right itself before I can really utilize my phone. It happens when I lock my phone for at least 10 minutes. I've tried all the launchers(LP, ADW, Stock), all the ROMs(CM6, UD7, Lithium, BB) and I've tried a countless number of kernels at all maximum and minimum speeds...

How do I make my phone responsive after a long period of time of being locked?

When you are flashing different Roms are you clearing your data and cache?

If not you are just taking your problems from rom to rom.
