Is the background data always on?

Is the background data on the nexus always on? Is there a way to turn it off? I know on the rest of the android phones you can but I have tried everything to turn it off? Cause I can tell it always on with the wifi or even when I am 3g/4g the signal bar is blue. Thanks

airplane mode is the only sure way to turn off background data, as it turns off all data

I know that ICS has a feature that if you set a data limiter you can turn off background data for different apps.
