How do you unlock the lock screen?

I have a Droid 4 running 4.2.1 not rooted.
I would like to change the lock screen widgets but no matter the swiping I cannot get the screen with the plus to add widgets. I can get to settings, lock screen and change the screen lock settings from none, swipe. etc. but when I swipe the clock on the lock screen nothing happens. I have toggles on and off the various administrator options. Seems there may be some admisistrator function I don't know about.

I have an S4 so my layout is likely different, but when you're in the lock screen settings, do you have an option there for lockscreen widgets? If thats not enabled, you won't be able to swipe to add widgets (but should be able to access the camera if thats enabled).
