How do you lower or store data usage?

I keep getting this really annoying warning /!\ symbol on the top of my phone. It just will not go away. I don't have my 4G on since I'm at home and just paid my phone bill. Are programs still running while I'm not using them? Please help!
 
Does it look like this? Does your notification area have anything there when you pull the bar down?

Dev, that is exactly what mine is.

Ok, telling me what it said makes a difference :-). The warning is from the Android system. This is a new feature to help those of us on the tiered data plans to prevent us from going over our limit. For example I have a 2 GB plan and have a warning set at 1.7 GB then it turns off data at 1.9 GB until the start of my new Billing cycle. I can turn data back on if I want. Pull down the notification bar and tap on the message. It should take you to the settings where you can either turn off the warning or set it up correctly. Does that work?
