How do I send an actual heart icon to face book from my Droid incredible.

Not quite sure what you are asking?

You want to know how to upload a pic to facebook or is it an app that you use on facebook, such as farmville or something?

You know how you can type the "greater than" sign and then the #3 on face book and a heart will post but from my cell phone it does not work. Does this make sense?

Ah yes, got ya. unfortunately i believe symbols/numbers do not convert with the app. i think you have to be on the mobile site. same for tagging someone, but not 100% sure. i have a sign in my name on fb and it will not show up on my phone, it just appears as a box.

you type the ♥ symbol by clicking the ?123 button to go into number mode on keyboard, then hit alt key, then longpress on the bullet • and the playing card suit images come up. Slide over to ♥ and viola!
