Galaxy Victory no picture messaging?

Can't send or receive picture messages on a virgin mobile samsung galaxy victory,

Get the message with a download button, click and get the message "Cannot be downloaded"

have tried the factory reset and reconnecting to the network. Customer care is no help at all...

Any suggestions? Running stock rom and not rooted,
