Does setcpu work with root?

Now that we have root, do we have to have custom kernals to run setcpu?

Negative, a custom kernel is required to modify the clock, and a custom kernel cannot yet be developed due to the signature issues

with just root you can still control the scaling of voltage, once you flash a custom kernel you can control the processing speed!!
