Assigning headset control priority to apps

I use Winamp, Google Listen, Pandora, and BeyondPod for listening/watching various things, but I can't determine how to set priority on them for the headset control.

By default, Android uses the Music app for headset control, but if I install Pandora and Winamp, Winamp has priority over Pandora (if Pandora is not playing), they both have priority over the Music amp, and the internal video player has priority over all of them (if it's in focus).

However, if I'm running Pandora and Winamp has headset control on, when I hit Pause, it starts Winamp and keeps Pandora playing. I can't make it just use whatever app is running or ran last to have priority. Is there any way to do this? Am I screwed to this confusing control scheme for the rest of my life with Android?
