15-30 second delay for phone calls to initiate on rooted Droid 2

I have a rooted Verizon Droid 2, ver 2.30. When I place a call, either by using a screen shortcut or by directly entering a number from the keypad, there is a 15-30 second delay before the call is actually initiated. Nothing happens, the screen stays the same and it appears that I didn't hit the green "Dial" button. Then 15-30 seconds later the call goes through. This is new behavior. I have cleared cache, killed all apps and rebooted without effect.

Don't know if this is related, but I've also had an issue during some calls where the screen goes blank during some (only a few) calls. When the screen is blank, moving & turning the phone does NOT reactivate the screen, so I can't do things like hang up- very inconvenient!

Any suggestions?
