The Droid RAZR Maxx was plugged up and when I returned to it it looked like it had been factory reset. Prompting to set accounts to it. However when trying to set up my Google account I get a message that it can't connect to a reliable server. So I can't restore it. Any suggestions?

Also the phone was routed. Root checker says it is not rooted anymore, but number one mobile market app says it might be.

You may wish to manually update all your apps via WiFi, if possible.
Every OTA will cause you to lose root, and the update may also download firmware that obstructs current root attempts, you have used, so you may need to look to a different root program, and try rooting again.
Once you obtain root, return to Google Play and update everything, unless you receive a notification the apps are performing this automatically(normal).
If your device can't obtain a DNS, you may need to manually set up your device, or change the settings to automatically configure your internet settings.
Factory OTAs cause all sorts of OS resets, unfortunately.
