APK stand for Android Package, and is simply the executable/installable filetype that the OS uses. Not a dumb question at all. Analogous to EXE or MSI in Windows.
Not to quibble, but they're more like .zips than .exes. However, yes. They are BASICALLY apps.
You can change the extension from .apk to .zip in order to browse the files on your PC.
Actually I would suggest that apks are sort of like msi files. But when we start quibbling over these things, our true dork colors show through.
