Most Menu Applications Not Responding

This morning, I went into the Accessibility section of settings, and enabled the voice option to speak. Since then, I have not been able to do anything in the Settings, nor am I able to do anything that requires the settings (like choosing anything in the music player, making any choices in the home screen menu, etc.). What happens is that the item I will select will be highlighted with red, as normal, but it will stay red. Nothing happens after that. I even tried to let it stay on an item for 30 minutes just to see if it was just slow, but with nothing positive happening. I cannot even turn off the phone without pulling the battery, as the power off will stay red highlighted.
I have also attempted 3 battery pulls, but still no change. I should also mention that my phone is rooted.
If anyone has any suggestions, I would appreciate them.

Do you have a backup from before making the settings change?
Or could just wipe data in recovery and start over.

The Backup Assistant and Titanium Backup is all I have.
Problem is, I can't use the settings at all to reset or wipe. I do have Root Tools, but it's as useless as the other menus. When I click on a option, it does nothing.
Also, if I do, would I still be rooted once I get everything reinstalled?
