On a half dozen occasions on my new Droid X the dialer places a call as expected BUT.... after the chirp the call is connected, there is no ringing sound for the called party, the timer starts and the call goes through. The called party's phone rings yet neither party can talk. The only way to resolve the issue appears to be a reboot of the Driod.
