I have the whole fastboot and system.img, but I have no idea how to extract that one file from it.

    It is located in system/etc

Using house of moto, how do I extract that one file? Or should I just flash the system?

Just run the keep data one, I'm not at my computer right now, but I hope I'm explaining it well enough. I ran the keep data one, and it unrooted me and kept my entitlement check. To clarify, I'm stock with unlimited data and the entitlement check
