If I bought a phone with a bad esn cause it is cheap could i fix it so i can use I just want a sweeter phone but dont want to pay the big bucks

I have a verizon contract so i dont want a prepaid service. there has to be another way. right?

Pay the bill that was charged on the account that the phone was previously on. If its considered "lost" you are out of luck.

Yes that was my next suggestion and other then that no, itsvwhy phones with bad ESN's are so cheap

Never buy bad esn unless you have plans to flash it or just want it for parts. Bad esn means it was either stolen, lost or someone shafted them on a contract.
