Apps using memory without running?

Now, this phone is still a bit new to me, but I'm almost certain that this is not normal. Even after doing a shutdown and restart, i have apps that are showing as using memory, even though I haven't started them.

My phone is rooted, and I'm using Go TaskManager. It shows my memory as almost fully used, with icons for many apps that I do run, but haven't actually started since booting the phone. I use the program to shut the apps down and free up memory, but within a few minutes, they are all back.

Is this normal? I'm guessing it shouldn't be. Any ideas?

I am actually having the same issue. I'm rooted and also using the Go task manager and I'm constantly having to shut down apps that I haven't used in a long while that started up. I would love to understand why.

There are some apps that run in the background... weather apps, task killer apps, battery monitor apps, etc. If they are ones you don't use then you can delete them (unless they are stock that came with the phone).
