What does liberty do? It runs smoother & faster, has a toolbox that tries to (incompletely) consolidate what about 3 apps already accomplish, has much more theme support 12+, & removes most blur (if you're into that).
If you need/prefer some blur like dialer, gallery, camera, dlna, audio effect settings, & arc pic & video, (like me) or more (hardcore blurries) use Darkskide, Apex or eventually Fusion, hopefully when it gets the blur apps promised available.
Otherwise my order would be
Liberty (gummy/nuevo rubix)
Fission (very cool rom mgr)
Tranquility (decent toolbox)
LexLite (quick but don't bother)
All are quicker/smoother (to some degree) than DS, & with the exception of Lex, have better theme support, but if you really want the blur, then stick with DS. & some will say the quickness is negligible, but it's enough for me to notice... & I'm beginning to think battery life is negligible across roms (just depends on usage & setup).
