Video chat between bionic and iphone 4s

I have a friend in Colorado(I am in SC) and we want to video chat. I have the bionic, he the iphone 4s. How do we do this? When I go to "talk" icon I am listed with GREEN camera by my email address. My friends name is listed and where I have a Green camera he has an "x". How can we hook up?

Maybe he has to turn his video capability on?

I think the iPhone needs to be on wifi as well, at least that's what I've heard
