That is incorrect. If you're on an unlimited plan, they can still charge for tethering. However, if you're on a tiered plan, they cannot.

They can charge for tethering on unlimited but I don't think they can for sim swapping. Put sim in usb dongle and it would enable you to use the internet connection on another device such as a laptop. Or better yet connect the dongle to a router and connect multiple devices.
