USB to PC charge + data problems fixed with device reboot

Sorry if this is somewhere else - I did some searching but didn't see this suggestion.

The Problem: The phone would only charge via the wall plug -> Motorola Cable -> Droid X

Belkin Cigarette Adapter USB -> Motorola Cable-> Droid X == FAIL, nothing shows on phone
Apple Cigatette Adapter USB-> Motorola Cable-> Droid X == FAIL, nothing shows on phone
Belkin USB Hub -> Motorola Cable-> Droid X == FAIL, nothing shows on phone
Dell PC Front USB port -> Motorola Cable-> Droid X == FAIL, nothing shows on phone
Acer PC Front USB port -> Motorola Cable-> Droid X == FAIL, nothing shows on phone
Acer PC Back USB port -> Motorola Cable-> Droid X == FAIL, nothing shows on phone

I rebooted the Droid and got the Droid OS Caution icon, complained it could access a file on the SD card. Used the volume keys to select "Reboot Device." It then came back on fine and works.

After reboot ALL above scenerios work - i.e. phone shows USB icon and charging on battery icon or Charged on opening screen.
