Update without factory data reset?

Since this update is a maintenance update as opposed to a full OS upgrade, is it OK to apply it without doing a factory data reset?
 
It is ok buy you should hard reset your device after you find some app conflics

I my opinion no, a soft reset is a battery pull. A hard reset is full data reset.

i have never done a FDR (full data reset) on any device after an OTA.
You might want to wipe the dalvik cache, but on the GS4 you can't wipe the cache if you are running MI1.


Just battery pull and use the phone. Re-install any programs that give issues.
