Top one-third of touch-screen not responsive

I'm now on my second Droid 2 Global and I'm experiencing the same issues now with the new D2G. Intermittently, the top 1/3rd of the touch screen will not respond to touch at all. It's just dead up there. Apps won't open, widgets in this area won't respond, I can't scroll sideways up there, nothing. It typically happens when I wake up the phone and unlock it and it lasts anywhere from 2 - 10 minutes, but it always seems to clear itself up without me having to really "do" anything except wait for it. Meanwhile the remainder of the screen responds just fine and the phone isn't "laggy" at all while this is going on. Anyone else experiencing this issue?

System version - 2.4.330
No root.
No task killer installed.
Always use back button instead of home.
Lookout Security is installed and running.
Animations set to just some, not all.

i had this happen on my D1 but it was a forth of my screen in a column above my home button and including my home button only thing i could do is get it replaced

EDIT: mine also wouldnt fix itself
