Speed Test app and letting the phone turn dark (inactivity)

Anyone else have the small little settings tab on the bottom after their phone goes dark/screen idle from inactivity?

Mine shows the lock screen, but underneath, there is the settings (3 dots) button.

wonder if that is an app issue / ics issue / or even a security risk
