It's really easy. No actual install. For the dock go to your Home screen and push Menu button>Preferences>Appearance Settings>Dock Background>Glass. Then for the icons, simply long press on an existing icon - then choose Custom Icon. From there select the appropriate files from the Manup icon folder. This is all done though your Gallery. I just realized that on my screen 3 shot the Zedge icon was not right (it had just updated the app and changed the icon back to stock). Anyways, it's back to matching the rest of the icons now. (Had to explain this, it bugged me when I noticed). Lol
You can take them using your USB cable once you install the Android SDK and what not. If you don't know what that is or need help just let me know. You don't need to be rooted for this. The only app I know of letting you do this without being rooted is a home replacement app. I don't remember the name
they are just icons. If you install bettercut from the market, you can use that to swap out your shortcuts on your homescreen with the icons. Just put the icon folder on your sdcard... i had mine under the /DCIM/Camera folder.

Howdy, although if your are running another home replacement app, many come with that ability included.
Adw.launcher (see my sig) or launcherpro are two that come to mind that come with the ability to use custom icons.
I would have to talk with someone who uses the stock launcher, but I think custom shortcut only comes with launcher replacements.
I thought this because I have tried other home replacements, and the custom shortcut doesn't show up on all of them, but it DOES show up on adw and lp launchers
