So apparently all devices that use Android 4.0 and above will be required to have the basic android theme installed or loose the market and Google apps.

Manufacturers are still allowed to "theme" Android for their own devices but the basics need to be there.

Essentially this allows for faster upgrades and less fragmentation.
 
I don't know much about how it works, but wouldn't this make it more difficult for devs to make custom ROMs? Does it add more requirements that need to be met or does it make it easier?
