ok so im on the most current version of ics leaked. and when i boot into safe mod it wont boot up. then when i disable it it works fine. i havnt done anything on it the first time i tried nothing happened.

You have to toggle to safe system and then install a rom. If you don't have a rom it has nothing to boot into hence the black screen.

i installed cm9 and it still did the same thing

Do you have BusyBox and is it up to date?
