You can do this by using a file explorer like es file manager. Navigate to the ext sd card and go to the DCIM folder. Open it and hit the menu button. You'll see an option to create a new folder. Do this, long press the new folder and then you can rename it, but you will have to manually move the pics to these folders.
I did this myself with the stock "My Files" app, not using any 3rd party stuff. Here's how it works (nifty screencaps using the palm sweep - too cool!):

I added two folders in my Media directory, one for pics cropped for use in my Contact list for those contacts not on Facebook (or other sources for phonebook pictures), the other folder for my self-made S3 wallpapers:
I just attach my phone to the laptop with the USB cable and move files via the Windows Explorer interface that results, like anything else you might copy from one directory to another.
