Huawei has just as much global marketshare as Motorola Mobility and they are larger then HTC so they are no small fish.

Huawei has a deeper pocket and looks to expand into handset market, so it makes sense for them to show buying interests. Traditionally, Huawei is more in teleco and network infrastructure equipments (sometimes nicknamed the "Chinese Cisco"), they are very big (dominant) in many places except North America, made tons of money building national infrastructures for a lot of smaller Asian and African countries. Wikipedia says they have been working with Moto for a while.
