RAM Memory constantly maxed out

My D4 is running stock ICS, it's rooted, no ROM. I don't have much running in the way of background apps and I froze a lot of the bloatware that people talk about. I check the battery log and the running apps log regularly. For some reason though my RAM meter is red regularly and clearing it only gets me to about 60-70% used. Before ICS I use to see this much below 50%. Anyone have any ideas what may be causing this? My phone was running smooth before the ICS update and I would say that is still true most of the time except when this goes to about 90% it keeps from apps, calls and whatever else I need to run from actually running. del some vzw apps or somthing im at 418 used on eclipse(less than 50%)
