Question about changing phone looks with a ROM?

So say you have got a ROM installed like rubix. Can you still download Apps like beautiful widgets, wallpapers, and fonts to make the phone look the way you want it to or do you have to use a theme?

Just to to clear it up a little for the op...themes dont really mess to much with apps like beautiful widgets mostly just system apps like the dialer and stuff. All apps work just as they would if you didnt have a custom rom.
