OK I am new but I dont get it. What are these things and how do you use them?

download the app "barcode scanner" its free you can then use it to scan QR codes which link to URLs or address books etc. if you see a QR code on your computer you can scan it with your droid, they link directly to apps or URLS aka www.XXXXX.com
