Phone wont vibrate.

I need some help, I got a replacement phone yesterday but I cannot get it to vibrate only... when receiving calls or texts. My old phone when i turned the ringer volume down, right before it went to mute it gave me a vibrate option. i cannot get this phone to do the same. any suggestions are appreciated.

The most obvious thing to check would be to go into Settings - Volume - Silent Mode/Vibrate (roms will differ) and make sure vibrate is enable and the phone isn't muted.

I tried the above and no luck everytime i try and switch it to vibrate only it goes right back to the original setting
