Phone number prepended with 011

I have a number that was brought down from my backup assistant and it somehow got prepended with a 011. The issue is that it doesn't appear in the contact list that way - it only appears in the listing when I access "phone" and it dials the number that way. It is almost as if it sees it as an International Exchange or something.

Any ideas?
