not always on 3g network

I thought that the droid was a 3g phone. Does anyone know why my phone is not always on the 3g network? Is it a setting on my phone I need to change?

It's not on it when it's not there.

you're out of a 3g area, that's why it says 1x. I call them dead spots, i live 5 minutes away from my uncle and my signal is always 1x in his area. funny, because a verizon store is literally 0.5miles away.
