Maybe they did update the chart... that could be good news if they did and are still saying Q2. I assume when they are in "testing" phase, that means Soak Test. If soak test started tomorrow, the OTA could be as soon as Monday or Tuesday.

Yeah, i'm pretty sure that the "development" phase includes internal and carrier testing. Only once it starts soak testing does it change to "Testing". This is due to the fact that this chart is for general public consumption, and if they said it was in "testing", everybody would be complaining that they didn't get a soak test invite yet.
EDIT: I believe the reason the chart was updated yesterday is due to the Bionic. Our 5.9.905 build went official, so we are still on track for "early Q3 2012" release. I suspect that if our update hadn't passed, our ICS date would have been pushed back.

I'm with the group that would rather have a fully functional OS that works properly right away than get it early with bugs. However, I feel like this is taking a very long time to come out. I read about this phone getting ICS before I bought it. Thats why I got the phone but I didnt think it would take this long to come out. Is this a usual amount of time?
Yeah, typically when companies announce public availability for things by quarter, they go by the calendar quarter rather than the fiscal quarter. But in the case of Motorola, the two are one in the same.
Fiscal years vary. October-September is what the federal government uses, so it's been adopted by many companies. But there's no set way for a fiscal year to run. It's entirely dependent on what any given company wants to use. Many companies use July-June, and others, such as Motorola, use the calendar year.
