Is the Theme Manager tied exclusively to the ROM itself? If not, is there a way to run the MIUI Theme manager on, say, CM7?

I would guess that it is tied to the framework and with such different framework , there is no way to run it on CM7.

Is there ANY app that would let me change the lockscreen wallpaper on CM7, ala MIUI that anyone's aware of? (Even though this question now has little to do with MIUI).

u can get a 3rd party lockscreen app and change it that way but that is the only way i can think of it and there is a themeing app that comes with cm7 aneway

Try WidgetLocker Lockscreen, it's in the Market.
