Making .3GP files smaller?

I shot some videos with my Droid and I guess I had the quality set too high because these files are over 15MB and can't be sent or received by email.

How do I reduce them in size without re shooting them? I know I will lose some quality but they are useless at this size.

Is there a Droid app or PC program that will do this?
